Murder Investigation Update: Three Charged in Fatal Assault of Rockford Man

WINNEBAGO COUNTY, IL — Authorities in Winnebago County have provided a major update in an active homicide investigation following the brutal killing of Ruben J. Hernandez, a 43-year-old Rockford resident, earlier this week. The incident, which occurred late Tuesday night, has resulted in first-degree murder charges against three suspects, all of whom are now in custody.
The Incident
At approximately 10:00 p.m. on Tuesday, July 1, Winnebago County Sheriff’s Deputies responded to a 911 call reporting a disturbance at a residence in the 500 block of Vincent Avenue in Rockford. Upon arriving at the scene, deputies discovered a male victim lying on the front steps of the home, unresponsive and suffering from severe head injuries. Despite emergency efforts, the victim was pronounced dead on the scene.
The Winnebago County Sheriff’s Detective Bureau immediately launched an intensive investigation. After canvassing the area, interviewing witnesses, and collecting forensic evidence, detectives pieced together a chilling timeline of events.
According to investigators, an altercation took place earlier that evening involving the victim at the Vincent Avenue residence. Sometime later that night, a group of individuals returned to the home, where they violently assaulted the victim, ultimately causing fatal injuries. The nature of the attack suggests it was targeted and deliberate, authorities said.
Victim Identified
On Wednesday, July 2, the Winnebago County Coroner’s Office officially identified the victim as Ruben J. Hernandez, a 43-year-old man from Rockford. An autopsy has been completed, although additional tests and analysis remain pending to determine the precise cause and mechanism of death.
Hernandez’s family, devastated by the sudden and violent loss of their loved one, is being supported by victim services personnel as the investigation proceeds.
Arrests and Charges
Following an exhaustive review of evidence, including surveillance footage, forensic data, and witness statements, the Winnebago County State’s Attorney’s Office authorized first-degree murder charges against the following individuals:
- Melvin D. Richardson, 35, of Rockford
- Andre L. Richardson Jr., 35, of Rockford
- Kevin M. Harris, 32, of Rockford
All three suspects are currently being held in custody, awaiting preliminary court hearings. At this stage in the legal process, the charges are formal accusations, and under the law, each of the defendants is presumed innocent until proven guilty in a court of law.
