Emarion Flowers, 22, Fatally Shot in Jackson Park; Police Arrest 22-Year-Old Suspect in Targeted Attack — Multi-Agency Manhunt Ends With Arrest in Blackman Township as Investigators Probe Potential Link to Separate Summit Township Shooting That Killed Anthony Glen Owens Jr., 29

JACKSON, MI — The Jackson community is reeling after the fatal shooting of 22-year-old Emarion Flowers, a young man whose life was cut short in a broad-daylight incident at a neighborhood park. On Tuesday, May 20, authorities announced a major breakthrough in the investigation with the arrest of a 22-year-old suspect in connection with the killing.

The suspect, whose identity has not yet been released by authorities, was apprehended by Jackson Police Department detectives in a coordinated law enforcement operation around 6 p.m. on Monday, May 19, near the intersection of County Farm Road and Springport Road in Blackman Township.

According to Jackson Police Chief Chris Simpson, the suspect was taken into custody without incident and is currently being held at the Jackson County Jail, awaiting formal charges of open murder in connection with Flowers’ death.

On Friday, May 16, at approximately 3:30 p.m., Jackson Police officers responded to reports of gunfire at Southridge Park, a neighborhood green space located off Warwick Court on the city’s south side. Upon arrival, officers discovered Emarion Flowers suffering from an apparent gunshot wound.

Emergency responders from the Jackson Fire Department and Jackson Community Ambulance rushed to the scene and quickly transported Flowers to Henry Ford Jackson Hospital. Despite extensive efforts by medical personnel, he was pronounced deceased a short time later due to the severity of his injuries.

Witnesses described a chaotic and distressing scene, with children playing nearby and families out enjoying the spring weather. “There were people everywhere. It was supposed to be a peaceful afternoon,” said one local resident who asked to remain anonymous. “And then you hear a shot, and everything changed.”

A Community in Mourning

The death of Emarion Flowers sent shockwaves through the community. Friends, neighbors, and community leaders gathered at Southridge Park over the weekend to hold a candlelight vigil in his honor. Balloons, candles, flowers, and handwritten notes were placed at the site where he was shot.

Family members remembered Flowers as a “bright young man with a promising future,” who loved music, basketball, and spending time with loved ones.

“He had a good heart. He was trying to get his life together,” said a cousin. “He didn’t deserve this. Nobody does.”

His death marks yet another life lost to gun violence in Jackson—a city that, like many across the country, is grappling with rising homicide rates and a crisis of youth violence.

The Arrest: Swift Action by Law Enforcement

Chief Simpson credited the arrest to the tireless efforts of detectives who worked through the weekend following up on tips, surveillance footage, and forensics.

“This was a heinous crime committed in a public place, and our detectives moved with urgency and purpose to identify and locate the suspect,” said Simpson during a Tuesday press briefing.

The arrest operation was part of a larger, multi-agency collaboration involving:

  • Blackman-Leoni Township Department of Public Safety
  • Michigan State Police
  • Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
  • Jackson County Sheriff’s Office
  • Jackson Narcotics Enforcement Team

“This was a textbook example of how interagency cooperation can lead to effective and efficient outcomes,” added Simpson.

Officials stated that forensic evidence, including shell casings and surveillance footage, played a critical role in leading them to the suspect. The arrest location, a residential area in Blackman Township, is less than five miles from the original crime scene.

Possible Motive and Investigation Update

While the exact motive for the shooting remains under investigation, authorities believe the attack was not random and that the suspect and Flowers knew each other. Detectives are pursuing several lines of inquiry, including prior disputes and possible connections to local criminal networks.

Chief Simpson declined to release further details about the suspect’s history, citing the ongoing nature of the investigation and pending charges.

“This is still a developing case,” Simpson said. “We are working to determine whether this was part of a larger conflict or a targeted act of violence.”

A Second Deadly Shooting: Are the Cases Connected?

Just hours after Emarion Flowers’ death, a second fatal shooting occurred less than 12 hours later across the city boundary in Summit Township. That incident took place in the 100 block of Lincoln Court near Francis Street, and resulted in four men being shot.

One of the victims, 29-year-old Anthony Glen Owens Jr., was later pronounced dead. The other three men sustained injuries but survived and are receiving medical care.

Authorities from both jurisdictions—Jackson Police and the Jackson County Sheriff’s Office—are working to determine whether the two incidents are related.

“It’s too early to confirm a direct link,” said Simpson. “But our detectives are thoroughly examining all possible connections. We are sharing information and resources across departments to ensure no detail is missed.”

Owens’ family has expressed heartbreak over the sudden loss of a man they described as “kind, funny, and fiercely loyal.” His death has only deepened the sense of grief that has blanketed the community.

Community Safety and Response

In the wake of these back-to-back shootings, city leaders are under pressure to address growing concerns about public safety, especially in parks and residential neighborhoods.

Mayor Daniel Mahoney released a statement following the arrest, saying, “We will not rest until those responsible for violence in our city are held accountable. The arrest in Mr. Flowers’ case is a step toward justice, but we must do more to prevent these tragedies before they happen.”

The city has pledged to increase police patrols in areas identified as high-risk and to enhance community outreach programs aimed at violence prevention. Several local nonprofits, including The Jackson Unity Coalition and My Brother’s Keeper, have called for more investment in youth mentoring and conflict resolution programs.

Crime Trends and Law Enforcement Strategy

According to the Michigan State Police Uniform Crime Report, Jackson experienced a noticeable uptick in violent crimes in the past year, with homicides, shootings, and aggravated assaults all increasing.

Police officials attribute the rise in part to a proliferation of illegal firearms and unresolved community disputes that increasingly turn violent.

The Jackson Police Department has recently implemented ShotSpotter technology to detect gunfire in real time and has expanded its Violent Crime Task Force, which works closely with federal partners such as the ATF and FBI.

“We’re focusing on the small number of individuals who are responsible for a disproportionate amount of the violence,” Simpson said. “This arrest demonstrates that we are committed to identifying and removing those threats from our streets.”

The Call for Justice and Closure

The family of Emarion Flowers expressed relief upon learning of the suspect’s arrest, but also emphasized that the pain of their loss remains raw.

“No arrest can bring Emarion back,” said his aunt. “But knowing someone is being held accountable helps us begin the process of healing.”

As the suspect awaits arraignment, the Jackson County Prosecutor’s Office is expected to formally file open murder charges later this week.

A preliminary hearing will follow, at which more details about the investigation and the circumstances of the shooting may be revealed.

Public Appeal for Information

Police are continuing to seek information from anyone who may have witnessed the shooting or who may have relevant knowledge about the suspect’s movements before or after the incident.
